Construction element of the project is approx. $280m there will also be some new properties acquired. There will be three new major properties developed as well as several smaller ones.

This is a role focused on the People and Change element of the Project, not the construction side of things. Therefore it is probably not a role for a Property Manager or Capital Project Manager as the Construction and Property management side of the project is managed by others within the team.
