Our client is a newly formed business with a huge growth remit in contestable Energy and Telco infrastructure development. With the backing of one of the biggest companies in the Energy Infrastructure space and a huge project pipeline. They Provide infrastructure service provision and Carrier grade telco to 100+ wholesale, Government and emergency service clients. They are also responsible for over 10,000 MW of Renewable energy projects

Recent growth in the scale and complexity of their operations has identified the requirement for dedicated “Line 1” risk and compliance capability to partner with senior management to ensure continued adherence to best practice risk and compliance management to support the next stage of its growth trajectory.

As the client sets up its own Risk and Compliance team there is a need to need to review and upgrade all risk and compliance systems that were inherited from the Parent Co to make them more relevant for what is a more complex and commercially diverse business.
The Risk and Compliance manager will need to manage stakeholder relations internally and externally and work to build the Risk and Compliance culture and understanding of the new company

Compliance

Identify and educate Management on the company’s relevant legal and regulatory compliance obligations

Coordination with their service providers on compliance obligations with NSW Electricity Network Safety Management System (ENSMS) and Energy Safe Victoria (ESV)

Liaise with Parent Co Legal on management of relationship with Foreign Investment Review Board (FIRB) and compliance with FIRB obligations.

Partnering with operational management on meeting their statutory obligations as a Telecommunications Carrier including proactive monitoring of the telecommunications regulatory environment and changes in business operations as they occur.

Support the project team meetings to advise on potential compliance risks and obligations and identify matters for escalation to Parent Co Risk and Compliance as required

Preparation and stewardship of Licence applications and associated payment for various business activities Coordinate reporting on risks, obligations and audit actions in CAMMS for risk owners and obligation owners

Risk Management

Coordinate and lead ongoing implementation of the risk management framework and policy, risk profiles and treatment plans

Assist management to identify risks and develop risk mitigation and monitoring strategies as part of the risk management framework

Facilitate the integration of risk management into day-to-day business activities and processes, and promote awareness and accountability for day to day risk and compliance

Work with Parent Co Internal Audit with annual updates of the risk profile and internal audit plan

Manage day to day relationships with internal auditors

Reporting

Regulatory reporting as required under the businesses Licences and regulation including information gathering from stakeholders and coordination with Compliance as required

Monitoring and reporting of Business Unit Risk Reporting metrics and action plans to Executive Management and Parent Co Board Audit and Risk Committee

Continuous Improvement

Initial investigation point for potential compliance incidents with support from Parent Co Risk and Compliance including root cause diagnosis and identification of improvement opportunity

Engage with the business to embed sustained performance improvement and business process change  Continual improvement of the risk management framework, processes and policies

All work is carried out in compliance with relevant legislation, Parent Co policies and procedures and local Safety and Environmental Plans

Contributions relevant to the responsibilities of the position are made as required
